**The 10th plenary session of the 13th Jilin Municipal Party Committee thoroughly implemented the spirit of the 5th Plenary Session of the 19th Central Committee of the Party and the 8th Plenary Session of the 11th Provincial Party Committee; by closely considering the actual conditions, it put forward the following recommendations regarding the formulation of Jilin City’s 14th Five-Year Plan for national economic and social development. I. Create a new situation for the comprehensive and all-round revitalization of Jilin City in this new era, and embark on a new journey toward building a modern socialist society. 1. Achieve decisive successes in completing the construction of a moderately prosperous society in all respects. “During the 13th Five-Year Plan period, we held high the great banner of **Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era**, fully implemented the decisions and arrangements of **** and the provincial Party committee, united and led the people of the entire city to forge ahead in overcoming difficulties and achieving comprehensive building of a modern socialist society, and pressed on with determination in addressing challenges and promoting all-round revitalization. The city’s economic operations remain generally stable, with its economic structure continuing to improve and the quality of development rising steadily. It has been approved as an **innovative city**, one of the first national demonstration areas for industrial transformation and upgrading, and the only province-wide pilot zone for high-quality development in the ice and snow economy. Efforts to establish a base for innovation and entrepreneurship that integrates education and industry in order to promote the development of emerging industries, as well as efforts to develop the ice and snow economy to drive industrial transformation and upgrading, have been recognized and commended in the reports issued by the State Council’s inspection teams ； The strategy for rural revitalization is being implemented in depth, and the “10-100-1,000-10,000” project is progressing steadily. The annual grain production remains at a level of 11 billion jin. The modernization of agriculture and rural areas is at the forefront in the province. The integrated development of Changchun and Jilin, as well as the cooperation between Jilin and Wenzhou, are advancing at an accelerated pace ； Multiple measures were taken to implement targeted poverty alleviation, and all 109 poor villages as well as over 65,000 rural poor people registered in the poverty database were lifted out of poverty ； We are committed to winning the four battles to protect clear skies, clean water, green mountains and fertile soil, as well as environmental safety. A number of historical issues, such as the polluted water bodies in the \"nine rivers and one lake\" and the net-based fish farming in Songhua Lake, have been resolved. The quality of the ecological environment continues to improve, and the area has been approved as a **pilot zone for ecological civilization development** ； Every effort was made to prevent and mitigate debt risks, ensuring that no regional or systemic financial crises would occur ； Having been named the sixth National Civilized City, the people of Jiangcheng have seen their long-held desire fulfilled after 21 years, with a significant increase in pride and confidence ； Approved as a **model area for public cultural service systems; has achieved \"nine consecutive championships\" in the designation of model cities for supporting the military and civilians; included in the list of cities proposed for recognition as **hygienic cities as announced by the National Health Commission** ； Significant achievements have been made in the campaign to eliminate organized crime and evil forces, as well as in the prevention and control of the COVID-19 pandemic ； Residents’ incomes are growing steadily, all sectors are making comprehensive progress, the overall social situation remains stable, and the public’s sense of fulfillment, happiness, and security is continuously improving. 2. Jilin City faces a complex situation in its development during the 14th Five-Year Plan period. Against the backdrop of China entering a new stage of development, implementing new development concepts, and fostering a new development pattern, an examination of Jilin City’s development reveals that opportunities and challenges coexist, as do hopes and difficulties. The profound changes unseen in a century are accelerating in the world, with peace and development remaining the themes of our times. A new round of scientific and technological revolutions and industrial transformations is advancing, and China is still in an important period of strategic opportunity for development. At the same time, the international environment is becoming increasingly complex, with greater instability and uncertainty. With **Comrade at the core**, **** attaches great importance to the revitalization of the Northeast and the development of Jilin; its strategic significance has been continuously elevated, and the support provided has kept increasing. The policy opportunities for the revitalization of the Northeast, the opportunities to integrate into a new pattern of development, the opportunities associated with major strategic initiatives, as well as the trends toward industrial upgrading are all converging. During the 13th Five-Year Plan period, Jilin Province achieved significant progress in its economic and social development. The revitalization of its old industrial bases opened up new paths for growth, providing guidance and momentum for our city to leverage its advantages in terms of location, transportation, unique resources, industrial foundation, and ecological environment, in order to accelerate comprehensive and all-round revitalization. At the same time, it must be recognized that our city’s innovation capacity does not meet the requirements of high-quality development; there is a lack of new driving forces, market entities are not strong enough, the debt burden is heavy, there are significant discrepancies between income and expenditure, there are shortcomings in areas related to people’s well-being, and social governance also has weaknesses. It remains a long task to address the \"four key shortcomings\" in terms of institutional mechanisms, economic structure, openness and cooperation, and mindset. “During the 14th Five-Year Plan period, Jilin City is in an important period of opportunity and a critical window for its revitalization and development. We must firmly enhance our awareness of opportunities and risks, maintain confidence in development, adopt a problem-oriented approach, seize opportunities in crises and create new prospects amid changes, so as to firmly hold the initiative in its revitalization and development. 3. Guiding principles for the economic and social development of Jilin City during the 14th Five-Year Plan period. Holding high the great banner of **Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and thoroughly implementing the spirit of the Party’s * and the second, third, fourth, and fifth plenary sessions of the 19th Central Committee, we will be guided by ****’s important speeches and directives. We will advance in an integrated manner the “five-sphere integrated plan” and coordinate the implementation of the “four-pronged comprehensive strategy.” Adhering to the Party’s overall leadership, putting the people at the center, upholding the new development philosophy, continuing to deepen reform and opening up, adopting a systematic approach, and maintaining a steady yet progressive work pace, we will take high-quality development as our theme, deepen supply-side structural reforms as the main focus, rely on innovation and reform as the driving force, and aim to meet the people’s growing needs for a better life. We will balance development and security, fully implement the province’s “three fives” strategy, promote coordinated development of the central, eastern, and western regions, and establish an industrial layout featuring one core area and six paired areas. By freeing our minds and seizing opportunities, we will vigorously pursue the “4645” development strategy, integrate effectively into the new development paradigm, ensure stable and sustainable economic growth and social harmony. We will strive to demonstrate new responsibilities in serving the overall development of the province, make new breakthroughs on a path of development characterized by higher quality, better efficiency, a more optimized structure, and fully realized advantages, and show new achievements in accelerating comprehensive and all-round revitalization. “The “4-6-4-5” development strategy outlines four specific roles: a city renowned for its tourism and culture, a modern industrial base, a hub for innovation and entrepreneurship, and an eco-friendly city suitable for living” ； Developing six major industrial clusters in tourism culture, fine chemicals, advanced materials, equipment manufacturing, deep processing of agricultural and livestock products, and biology” ； Develop four major areas: a model zone for the transformation and development of the old industrial bases in the northern part of the central city, a demonstration zone for integrated urban-rural development in the western part, a cluster area for the development of modern service industries in the central part, and a leading area that is suitable for living and tourism in the southern part” ； Create “five economic growth hubs in counties”. 4. Main goals for the economic and social development of Jilin City during the 14th Five-Year Plan period. In line with the main objectives for the 14th Five-Year Plan and the long-term goals set out in the recommendations from the Central Committee and the Provincial Party Committee, as well as taking into account the actual conditions of Jilin City, economic and social development over the next five years should strive to achieve the following key objectives: — New progress should be made in economic development. The economic growth rate exceeds the provincial average. Significant progress has been made in building a modern industrial system driven by six key industrial clusters; the contribution of technological progress has increased markedly. Integrated development between urban and rural areas has yielded tangible results, and the city’s overall economic volume has ranked among the top two among prefecture-level cities in the Northeast region. Efforts are being made to turn this city into a hub for high-quality economic development in the province. In the provincial ranking of county economies, Panshi aims to make it into the top five, while Yongji, Shulan, Jiaohé, and Huadian strive to enter the top fifteen. The functional roles and supporting capabilities of the development zone have been significantly enhanced. ——New steps have been taken in reform and opening up. A high-standard market system has been basically established; the comprehensive assessment of the business environment places this city among the top tier of prefecture-level cities in the country, and market entities are full of vitality ； Effective progress has been made in aligning with ** and the province’s major regional development strategies; the level of openness and cooperation continues to improve, while the scale of attracting investment and talent remains on the rise. ——The level of social civilization has reached a new height. The core socialist values have taken root in people's hearts; the public cultural service system and the cultural industry system have become more robust. The ideological, moral, scientific, cultural, as well as physical and mental health standards of the people throughout the city have improved significantly. Spiritual and cultural life has become increasingly rich, and the achievements made in building a national model city for civilization continue to be strengthened. ——New progress has been made in the development of ecological civilization. The pattern of regional spatial development and protection has been optimized, the green transformation of production and living patterns has yielded significant results, the efficiency of energy and resource utilization has increased substantially, and the ecological environment has continued to improve. **Substantial progress has been made in the establishment of ecological civilization demonstration areas, and the quality of modern cities has improved markedly. ——People's well-being has reached a new level. Residents’ incomes have grown in tandem with the economy, employment levels in society are high, the equalization of basic public services has improved significantly, the education level of the entire population continues to rise, the multi-level social security system has become more robust, the health system has been further improved, the achievements made in poverty alleviation have been consolidated and expanded, and the strategy for rural revitalization is being advanced comprehensively. ——The efficiency of social governance has been further improved. **The rule of law has been further strengthened, social fairness and justice have become more evident; its role has been better fulfilled, administrative efficiency and credibility have improved significantly, the level of modernization in grassroots governance has risen markedly, and the capacity to prevent and address major risks and ensure safe development has been substantially enhanced. By 2035, Jilin City shall, on the basis of achieving comprehensive and all-round revitalization, basically realize socialist modernization in step with the rest of the country. Its role within the overall development framework of the province will become even more prominent, giving rise to a modern landscape characterized by higher quality of development, stronger innovation capabilities, a better business environment, greater dynamism, and an improved ecological environment. II. Implement an innovation-driven development strategy and accelerate the construction of **innovative cities. Adhere to the central role of innovation in the city’s revitalization and development; increase efforts in technological innovation and import substitution by focusing on cutting-edge technologies and key core technologies. Facilitate the concentration of innovative elements within six major industrial clusters, key industries, and enterprises, thereby creating a \"five-in-one\" development model for innovation-driven industries that combines innovation support, platform enterprises, specialized parks, financial services, and market-driven forces. 5. Focus on enhancing innovation capabilities. Strengthen the role of enterprises as the main drivers of innovation, and implement the \"Three Improvements\" plan for R&D investment, achievement transformation, and output value of new products in technology-driven enterprises, as well as a program to help such enterprises go public. Implement the **High-Tech Enterprise Doubling Plan**, strengthen the development of small and medium-sized technology-based enterprises as well as the cultivation of emerging high-tech firms, and accelerate the building of a reserve force for high-tech enterprises. Strengthen the development of R&D institutions in key enterprises, establish a new batch of engineering technology research centers and enterprise technology centers, and set up industrial technology innovation public service platforms driven by leading enterprises to promote the clustered development of small and medium-sized enterprises. Implement the special commissioner system for technology enterprises to help them establish research institutions, standardize research practices, and access policy support. Advance the development of \"integration between schools and cities,\" establish collaborative innovation platforms involving government, industry, academia, research institutions, and enterprises, and leverage the strengths of universities to promote the creation of research centers for specific industries as well as innovation platforms for key industries. Fully leverage the role of the Jilin Branch of the **Technology Transfer Center and the Changchun-Jilin-Tumen** demonstration zone for the transfer and application of scientific and technological achievements, deepen cooperation with domestic and international research institutions, universities, and innovative enterprises, and promote the transformation and application of technological achievements in Jilin City. Leading enterprises such as Jilin Chemical Fibers are encouraged to pool scientific and technological resources to explore pilot projects for integrated industrial innovation; companies are supported in taking the lead in forming innovation consortia to foster collaborative innovation across different fields and industries. 6. Stimulate the innovative vitality of talents. Deepen reforms to the talent development system and mechanisms, and focus on cultivating, attracting, making good use of, and retaining talent. Improve the incentives and support mechanisms for talent development, and refine the evaluation system for scientific and technological talents that is oriented toward innovation capability, quality, practical results, and contributions. It supports universities in Jilin in conducting basic research in applied technologies and advancing the development of key disciplines. Aligning with the development needs of key industries, we precisely cultivate and attract leading scientific and technological talents. Implement a knowledge renewal program, focusing on the cultivation of innovative, applied, and skilled talents; strengthen the development of outstanding young scientific and technological talents as well as the reserve of future talent; and pay attention to training professionals in science and technology services. Increase the structured recruitment of talent, promote the collaboration among government, enterprises, and academic institutions in fostering talent development, and integrate efforts related to retaining, attracting, and training talent. Explore a talent attraction mechanism that involves enterprises identifying their needs, universities and research institutes providing resources, and relevant authorities offering support. Carry out initiatives to attract talent and expertise, establish regular mechanisms for bringing in talent from outside the region, and strengthen international exchanges and cooperation in the field of talent. 7. Continuously optimize the innovation ecosystem. Deepen the reform of the science and technology system, improve the governance framework for technological innovation, strengthen intellectual property protection, establish a funding mechanism that relies primarily on government investment supplemented by various sources from society, increase investment in innovation in key areas, implement fiscal measures to provide inclusive support, enhance the efficiency of fiscal funds in facilitating technological innovation, make use of risk compensation funds for science and technology, set up investment funds for the carbon fiber industry, promote scientific and financial cooperation within the Changchun-Jilin region, and strive to rank among the top in the province in terms of R&D investment intensity. Improve the management system for science and technology program projects, and enhance the guiding role of the **Science and Technology Development Program in the regional innovation system. Vigorously develop various science and technology service industries, strengthen the construction of innovation and entrepreneurship service systems, leverage the role of development zones at all levels as key hubs for innovation and entrepreneurship, support large enterprises, universities, and research institutions in establishing specialized service platforms, and improve the standards of innovation and entrepreneurship facilities such as science and technology business incubators and maker spaces in our city. Improve the science and technology service system, enhance the functions of the sci-tech innovation cloud platform, carry out science and technology service activities relying on the “Jilin Science and Technology Innovation Center”, and organize innovation and entrepreneurship competitions, forums, etc. Promote the scientific spirit and the craftsmanship ethos, continuously foster an innovative culture based on integrity and tolerance, and create a societal atmosphere that values innovation. III. Promote the development of industries toward a clustered, mid-to-high-end level; build modern industrial bases to strengthen and optimize the real economy. Advance the upgrading of industrial foundations, the modernization of industrial chains, and the development of end-products, in order to accelerate the establishment of a modern industrial system. 8. Focus on developing six major industrial clusters. We will develop clusters in the tourism and cultural industries, relying on both \"ice and snow\" tourism and summer resort tourism as driving forces. Focusing on areas such as rime ice and snow scenes, hot spring therapies for health, summer leisure activities, rural tourism, red tourism, and historical culture, we will promote the development of all-round tourism in our city. We will also strive to establish a **pilot zone for high-quality development of the ice and snow economy, as well as build the Longtan Mountain-Maoershan (Dongtuanshan) Archaeological Site Park. All counties (cities) and districts that have undertaken efforts to establish **-level all-round tourism demonstration areas have met the acceptance criteria. Jilin City is being developed into a world-class winter tourism destination, a popular leisure and vacation spot in China, and a regional tourism hub, while its key scenic areas are being turned into a \"backyard\" for leisure and vacation in the Northeast region. We will foster a fine chemicals industry cluster by focusing on nurturing leading enterprises in the sector, attracting the relocation of advantageous industries from other regions, and developing products to replace imports. Efforts will also be made to strengthen the basic chemical industry, enhance the specialized chemical industry, refine the high-performance materials industry, and cultivate the specialty chemicals industry. Build advanced material industry clusters; focusing on areas such as carbon fiber, graphite, new molybdenum and nickel materials, new steel materials, green building stones, and environmentally friendly cement, optimize and integrate the infrastructure of the material industry, establish collaborative relationships between upstream and downstream entities, create **-level innovation centers for the carbon fiber industry, develop industrial parks for molybdenum and nickel, graphite, and building stones, and build well-known brands both domestically and internationally. Build equipment manufacturing industry clusters, focusing on areas such as aviation, new energy vehicles, electronic information manufacturing, and ice and snow equipment; vigorously develop aviation equipment manufacturing and advance the integration of military and civilian sectors ； Actively develop the new energy vehicle industry ； Expand and strengthen the power semiconductor industry, and raise the level of the power semiconductor supply chain ； Develop the industries related to heavy equipment for ski resorts and ice rinks as well as consumer-friendly personal equipment for winter sports, striving to turn Jilin City into a major and strong city in the manufacturing of winter sports equipment. Establish a cluster for the deep processing of agricultural and livestock products, focusing on the entire value chain from grain production to food preparation, as well as from agricultural output to industrial processing. Emphasis will be placed on the deep processing of grains, livestock and poultry products, dairy products, specialty items, and distinctive foods. Efforts will be made to expand the industrial chains for the deep processing of specialty products into areas such as food use, medicinal applications, and health maintenance, thereby promoting the diversified development, multi-level utilization, and value addition at various stages of agricultural and livestock products. Establish processing bases for finished and semi-finished food products, in order to create a \"central kitchen\" that supplies Changchun city as well as the entire Northeast region. We aim to develop a biotechnology industry cluster. Focusing on areas such as biomedicine, bio-manufacturing, bio-agriculture, bio-energy, environmental biotechnology, and biotech services, we are actively working to establish a “1+10” industrial layout. This layout centers around Jilin High-Tech Zone and Jilin Economic Development Zone, with ten key parks serving as its core components—including the Panshi Antibiotic-Free Biotechnology Park and the China-Singapore Modern Bio-Agriculture Industrial Park. Improve the level of integrated development among industries, focus on the integration of the three sectors within industrial clusters, establish industry alliances that combine production, sales, and distribution, and promote coordinated development among different industrial clusters. 9. Accelerate the development of modern services. In line with the trends of technological revolution, industrial transformation, and consumption upgrading, we will promote the development of producer services toward specialization and higher ends of the value chain, while fostering the upgrading of consumer services to higher quality and greater diversity. Stabilize and develop pillar services, accelerate the growth of emerging services, build a modern business and trade service system that is differentiated, distinctive, and user-friendly, and improve the service standards in industries such as tourism, information services, business services, and research and development design. While comprehensively developing modern service industries, we actively promote five key sectors: medical and elderly care services, aviation services, e-commerce, logistics, and finance. We aim to create a preferred destination for medical and elderly care in the three northeastern provinces, advance national demonstration projects for the general aviation industry, foster the integrated development of e-commerce with urban construction and rural revitalization, promote the development of trade-oriented logistics hubs, and improve the modern financial service system. Promote the deep integration of modern services with advanced manufacturing and modern agriculture, accelerate the digitalization of the service sector, and actively foster new forms and models of integrated development. 10. Improve the capacity of infrastructure to provide support and guarantees. Adhering to the principles of \"comprehensive planning, rational layout, appropriate foresight, and safety and reliability\", we strive to comprehensively improve the level of infrastructure construction. Accelerate the development of a city with high-quality transportation infrastructure, improve the modern comprehensive transportation network, establish a comprehensive transportation framework consisting of \"two vertical and two horizontal\" routes, speed up the planning and construction of the railway hub in Jilin, carry out projects to increase railway speeds, expand capacity, and implement electrification upgrades, and build new railways connecting Jilin Station to Songhua Lake and Beidahu Lake ； Improve the highway network featuring \"one ring and five radials\" that intersect in all directions, and advance the upgrading and renovation of regular national highways ； A airport layout of \"one main and seven auxiliary\" airports will be established, and projects such as the renovation and expansion of Ertaizi Airport will be carried out to create an important regional passenger and air freight hub in central Jilin Province. Improve the municipal transportation network by carrying out projects such as urban rail transit, urban expressways, Bus Rapid Transit (BRT) systems, renovation and upgrading of national and provincial highways, elevation of rural road standards, and construction of passenger and freight hubs ； Accelerate the construction of transportation infrastructure such as for tourism, and restore inland shipping on the Songhua River. Strengthen the guarantee of resource supply, transform the mode of energy development, steadily improve the capacity for energy supply and security, tighten control over total coal consumption, accelerate the development of clean energy, enhance the construction of smart grids, increase the coverage and utilization rate of natural gas networks, and consolidate and expand the achievements in using electricity for clean heating. Comprehensively optimize water infrastructure, establish a well-functioning network of water-related projects, improve the efficiency of water resource utilization, strengthen water resource supervision, and develop an intelligent decision-making system for reservoir flood risk assessment. Strengthen the safety supervision and risk management of various critical facilities and equipment, and make coordinated efforts to enhance the capacity of key infrastructure to resist damage and recover quickly. 11. Vigorously develop Digital Jilin. Accelerate the development of the digital industry, promote the research, development, and application of cutting-edge technologies in emerging fields such as big data, cloud computing, the Internet of Things, and artificial intelligence, advance the construction of information technology and software industry parks, and create demonstration zones for the digital economy. Seize the opportunities offered by the China (Jilin) Cross-Border E-Commerce Comprehensive Pilot Zone to attract well-known companies in the internet and e-commerce sectors to settle there, and carry out in-depth project collaborations. Efforts should be made to advance the digitalization of industries, using digital technologies to drive the intelligent transformation and upgrading of traditional sectors such as agriculture, automotive, and petrochemicals. The promotion of industrial internet applications in key industries is necessary to foster deep integration between the digital economy and the real economy. Accelerate digital ** development, promote the sharing of data resources and business integration, establish urban operation management centers, facilitate the wide application of digital technologies in areas such as urban safety, transportation, public security, market supervision, ecological meteorology, and social credit, and build a digital governance system. Implement the Regulations of Jilin Province on Promoting the Development and Application of Big Data, strengthen the management of public data, promote the orderly release of such data, accelerate the development of a market for data elements, and actively explore and utilize data resources. Ensure the security of public data and strengthen the protection of personal information. IV. Actively expand domestic demand and pursue open cooperation to achieve high-quality economic development. Implement the strategy of expanding domestic demand, foster open cooperation, actively participate in the development of the domestic market system, and effectively integrate into both the domestic and international economic cycles. 12. Comprehensively promote consumer growth. Promote the upgrading and transformation of various traditional commercial districts, markets, and shopping complexes in line with the standards of modern supermarkets, foster the development of the city’s \"night economy,\" expand large-scale consumer spending on items such as automobiles and home appliances, encourage healthy growth in housing-related consumption, and accelerate the development of service sectors such as culture and tourism, sports, elderly care, childcare, and household services. Improve the modern commercial and distribution system, develop contactless transaction services, reduce enterprises’ distribution costs, make use of the advantages of the **\"express delivery to villages\" pilot program, implement projects to expand e-commerce in rural areas, and further develop consumer markets in both urban and rural regions. Strengthen the \"offline economy,\" develop the \"online economy,\" promote integrated online and offline consumption, foster an experience-based economy and scenario-driven consumption, and place emphasis on nurturing the \"internet celebrity economy.\" Deeply develop specialty consumer products such as ice and snow, hot springs, etc., to expand consumer markets outside the region. Foster consumption in new business forms such as animation games and digital new media. Implement a paid leave system, plan and hold special promotional events to boost consumption during holidays. Improve the consumer environment and strengthen the protection of consumers' rights and interests. 13. Make efforts to expand effective investment. Fully leverage the crucial role of investment in stabilizing growth, adjusting the economic structure, improving people’s livelihoods, and enhancing long-term competitiveness. By focusing on the \"two new and one heavy\" areas, plan comprehensively and implement the \"761\" project for new infrastructure development. Focus on key areas and weak links, and accelerate the construction of new infrastructure such as 5G networks, industrial Internet platforms, and big data centers ； Focusing on the modernization of industrial and supply chains, major industrial projects are systematically planned and implemented with a view to building six major industrial clusters ； Focus on the “ten key areas” and priority industries to create new supply, while increasing investment in intelligent manufacturing, modern agriculture, etc. We will improve the investment and financing mechanisms by adhering to the principle of “market dominance with ** guidance”. We will give full play to the guiding role of policies, actively seek support from central budgetary funds and various ** industrial investment guidance funds. It supports the Zhongxin Jilin Food Zone in applying to become a **-level agricultural high-tech demonstration zone, promotes international exchanges and cooperation in agriculture and food safety, and aims to build a modern agriculture innovation, talent, and industry hub with international influence. Build a military-civilian integrated multimodal logistics park to connect with the Changchun-Hyungnam-Europe air and rail corridor. Advance the development of the industrial park outside Irkutsk, Russia, and improve and enhance the functions of the service outsourcing park platform. V. Promote a better integration of an effective market and proactive governance to build a dynamic market economic system and mechanism. This approach aims to achieve coordinated yet differentiated development with the Changchun New Area, while also integrating into the industrial corridor surrounding Changchun across the province. The construction of demonstration zones for integrated urban-rural development in the western region includes the core areas of the Sino-Singapore Jilin Food Zone, Chuanying District, Changyi District, Fengman District, and Yongji County – which are part of the urban-rural integration development pilot areas in the Changchun-Jilin corridor. Modern agriculture will be vigorously developed, with a focus on ecological agriculture, healthy food processing, and leisure-oriented agricultural tourism. The concept of “Internet + agriculture” will be promoted, and various resources and policy incentives will be provided to support the implementation of the five pilot tasks assigned by relevant authorities as well as additional independent pilot projects. These efforts aim to turn these areas into model zones for urban-rural integration development across the country, as well as into hubs for the development of modern agriculture, integrated development of the primary, secondary, and tertiary industries in rural areas, and areas where comprehensive environmental improvement can be achieved. Such zones will serve to drive coordinated development in the Changchun-Jilin region. The development of a cluster for modern service industries in the central area involves mainly the Shuying District and the central urban areas of Changyi District. Priority will be given to the development of industries related to ice and snow sports, culture and tourism, health care, sports, real estate, as well as specialty modern service industries. Efforts will be made to turn the Beidahu Ski Resort and Songhua Lake Scenic Area into 5A-level tourist attractions, while supporting the Vanke Songhua Lake Resort in striving to become a **-level resort. The county seat and the Beidahu area should be developed into a sub-center of Jilin City and an important node in the integration of Changchun and Jilin ； Shulan City aims to develop modern agriculture in an all-round manner, accelerate the growth of the molybdenum industry, and become a model area for agricultural modernization as well as the capital of the molybdenum industry in northern China ； Panshi City aims to develop three industrial parks worth 10 billion yuan each in the fields of antibiotic-free products, new materials for metallurgy and chemicals, as well as new materials made from jade and graphite, in order to create a demonstration area for innovative industrial transformation ； Jiaohe City should focus on developing the industries related to medicine and health, new energy sources, green stone materials, and the processing of special products from Changbai Mountain, in order to become an important hub city in the Changchun-Jilin-Liaoning region ； Huadian City should accelerate the development of key industries such as food and pharmaceuticals, green mining, new energy, and advanced materials, and establish a food and pharmaceutical park with Northeast Chinese characteristics as well as a green mining park. 30.
