Level 3: On-site technicians are responsible for providing technical instructions to all workers in the team. 02 Main contents of technical instructions: The main elements of the first level of instructions include the practical construction organization plan, technical planning, overall construction strategy, and major construction plans. These also encompass the relevant technical specifications, supervision methods, and total project duration specified in the contract documents ； Descriptions of design documents and construction drawings, construction characteristics, as well as the construction technical standards for test projects and the processes employed ； Construction technical plans, key challenges and difficulties of the project, standards and requirements for the main materials used in construction, as well as the capacity requirements and configuration of the main construction equipment ； Key hazard sources, quality assurance measures, safety technical measures, seasonal construction measures, and requirements related to the four new technologies, etc. The main contents of the second-level briefing include the construction plans for various project components, etc., which encompass detailed construction drawings and fabrication drawings ； Test parameters and mix proportions ； Surveying and setting out stakes, survey control networks, monitoring and measurement, etc ； Blasting design ； Specific measures and construction methods for implementing the construction plan ； Collaboration and precautions for cross-tasks ； Construction quality standards and inspection methods ； Emergency rescue measures for major hazard sources ； Methods and measures for protecting finished products ； Construction precautions, etc. The main contents of the third-level briefing include the construction procedures for various sub-projects, such as work standards, construction specifications, acceptance criteria, and quality requirements for the project ； Construction process flow and sequence of construction steps ； Detailed construction procedures, key operating points, and quality standards ； Quality issue prevention and precautions ； Construction technical measures and safety technical measures ； Major hazard sources, emergency rescue measures in case of emergencies, emergency evacuation procedures, etc. 03 Methods of technical instructions 1. Technical instructions for construction are provided in written form, and can be delivered through lectures, on-site explanations, or simulated demonstrations. 2. The project chief engineer responsible for the first-level briefing shall prepare written materials based on the content of the briefing prior to delivering it, and those who receive the briefing must sign to confirm receipt thereof. 3. The personnel responsible for providing instructions at the second and third levels shall prepare written materials before giving the instructions, which must be reviewed by the project’s chief engineer; after the instructions are given, they must be signed off by those who receive them. 4. Records of the technical briefing should be kept. The third-level briefing should be as concise and clear as possible, and practical to follow. 04 Other requirements for technical briefings: 1. Technical briefings must be carried out in strict accordance with the contract requirements; the engineering standards shall not be altered, reduced, or compromised arbitrarily. The technical instructions shall meet the contract requirements in order of priority (including the contract’s technical specifications, construction drawings, etc.), **relevant standards, industry standards, corporate standards, as well as the regulations and guidelines derived therefrom. 2. If there are changes in prerequisites such as construction plans, processes, and technical measures, the content of the instructions should be updated and revised accordingly. 3. The technical instructions should take into account the characteristics of the project and the construction conditions (hydrology, climate, resources, etc.), focus on key points, be targeted, comprehensive in content, practical and actionable, and avoid being mere formality. 4. For key processes that are technically challenging and involve the use of four new types of technologies, as well as for special concealed works, areas where quality accidents and work-related injuries occur frequently, and critical links that affect project progress, detailed instructions must be provided, along with clear specifications for the technical measures and preventive actions to be taken. 5. The technical briefing materials should have clear handwriting, well-organized structure, and complete content; they should be recorded in a ledger and archived. 6. The technical management department in charge of the project shall promptly inspect the technical instructions and their implementation. When deviations from those instructions occur during on-site construction, a notice for rectification shall be issued immediately; the progress of the rectifications shall be inspected, and records of such inspections shall be kept. 7. Construction workers shall carry out work in accordance with the instructions given, and must not alter the construction methods or quality standards without permission. Safety Technical Instructions 01 Main contents of safety technical instructions: 1. Overview of the engineering project and its various sub-projects. 2. Characteristics of the construction work and potential hazards for this project. 3. Specific preventive measures for hazard points. 4. Safety operating procedures to be followed and safety precautions to be observed during the task. 5. Measures to be taken by operators when they discover potential accident hazards. 6. Evacuation and first-aid measures to be taken promptly after an accident occurs. 02 Requirements for safety technical briefings: 1. The project management team must implement a system of safety technical briefings at each level, extending vertically to all workers in the teams. 2. The technical instructions must be specific, clear, and highly targeted. 3. The content of the technical instructions should address the potential hazards and existing problems that arise for workers during the construction of various project components. 4. New security technical measures should be given priority. 5. For projects involving the \"four new\" technologies or for individual technical designs with high technical content and significant complexity, two stages of technical briefings are required, namely a preliminary design technical briefing and an implementation-oriented construction drawing technical design briefing. 6.
