1. Before maintenance, the repair workers receive three levels of safety training. 2. When entering the site, on-site maintenance workers must wear anti-static clothing and protective gear; they are not allowed to enter the work area wearing synthetic fiber undergarments or similar items. Workers working at heights must wear safety belts. 3. It is strictly prohibited to bring fireworks, as well as iron objects that may generate static electricity or sparks, into the site. Using mobile phones is also strictly forbidden once inside the site. 4. A safety perimeter fence should be set up in the crude benzene area; unauthorized personnel are strictly prohibited from entering this area. The number of inspectors and maintenance workers in the area should be sufficient to meet the needs, and it should not be excessive. 5. Before performing the blind plate installation, it is necessary to ensure that the medium in the pipeline has been drained; the equipment and gas pipelines must be purged and replaced before proceeding. 6. Workers inside the tower must wear long-tube respirators; two people must be stationed outside the tower for supervision, and those inside the tower must communicate with the supervisors outside every half minute ； Those entering the tower must work in shifts; if they feel unwell, they must leave the tower immediately (a 15-minute rotation is required for those entering the tower to work). 7. After the manhole is opened, the interior of the benzene washing tower must be cooled. Once the temperature inside the tower returns to normal, a combustion gas analysis must be conducted. Only after the gas analysis shows satisfactory results can maintenance personnel enter the tower, and combustion gas analyses must be carried out every hour. 8. When cleaning the packing layer inside the tower, stainless steel corrugated packing plates must not collide with the inner wall of the benzene washing tower or with each other; moreover, no hammering should take place inside the tower to avoid the generation of sparks. 9. Copper or wooden tools must be used during inspection; it is strictly prohibited to strike the equipment and pipes. 10. When lifting the filler up and down, it must be tied securely ； The ropes used for lifting must have sufficient strength ； A dedicated person must direct the lifting of the packing. 11. The more downward one goes to clean the packing inside the tower, the more difficult it becomes. Before reaching the lower manhole, workers should wear a rope tied to their bodies and descend slowly to avoid falling and getting injured. The filler at the outside should be tied up with ropes and lifted slowly until it is taken out of the manhole. 12. When workers are operating inside the tower wearing long-tube respirators, as the working depth increases and the length of the respirator tubes makes breathing difficult, explosion-proof axial flow fans should be installed at the oil-rich outlet at the bottom and at the manhole at the top to supply and extract air from within the tower, thereby ensuring the safety of the workers’ breathing. 13. During operations inside the tower, in order to promptly eliminate sparks generated by friction as well as spontaneous combustion of flammable materials, an appropriate amount of water must be sprayed cyclically from the top of the tower, and those entering the tower should work while carrying water with them. 14. After removing the blind flanges for maintenance, each one must be checked according to the blind flange diagram to prevent any flanges from being missed. 15. No less than 6 fire extinguishers must be placed at the maintenance site, with fire trucks and ambulances on standby for monitoring. 16. The cleaned filler must not be exposed to direct sunlight to prevent spontaneous combustion. 17. Unauthorized personnel are prohibited from entering the maintenance area; a dedicated person is assigned in the workshop to ensure that those entering the area where crude benzene is handled meet the relevant safety requirements. 18. The entire maintenance work must be carried out by trained personnel, and maintenance workers must not be replaced arbitrarily. 19. All personnel on site must follow instructions and ensure that all safety measures are taken. In the event of any abnormal situation, they should immediately notify the rescue personnel (firefighters, paramedics) to handle it, and report to their supervisors.
