According to Sinochem New Network, recently the \"Management Measures for the Recognition of Pilot Demonstration Bases for the Transformation of Scientific and Technological Achievements in Shandong Province\" (hereinafter referred to as the \"Measures\") were issued. These measures aim to guide and regulate the development of such pilot demonstration bases in Shandong Province, thereby creating a more efficient mechanism for the transformation of scientific and technological achievements and accelerating the implementation of advanced and applicable technologies. The provisions of the Measures regarding the criteria and procedures for recognizing pilot production bases, external services, management and performance evaluation, as well as support policies, shall come into effect as of the date of issuance and remain valid until December 10, 2028. The Measures require that we should base our efforts on practical realities and demand-oriented approaches, focus on the key industrial chains in Shandong Province, divide the pilot-scale production areas according to technical requirements, strengthen top-level planning, advance the construction of pilot-scale production bases in phases and step by step, and accelerate the formation of a systematic layout for such bases. The Measures encourage government departments at all levels to integrate their efforts with the key industries they oversee, to make comprehensive plans for development, to consolidate various pilot-scale production resources, and to establish open and specialized pilot-scale production bases. Encourage various parks, universities, research institutions, and third-party public service organizations to establish pilot production bases that meet the common needs of the industry, and to provide high-quality pilot production services across different industries and fields. Leading enterprises and key companies in the industry are encouraged to work together with upstream and downstream partners in the supply chain to identify pilot-scale production needs and jointly establish pilot plants. Explore models such as “pilot testing + R&D,” “pilot testing + incubation,” “pilot testing + funding,” and “pilot testing + specific application scenarios,” vigorously develop the “pilot testing+” ecosystem, innovate profit models, and enhance self-sustaining capabilities. Regarding identification, the Measures specify that pilot production bases should in principle be established under the leadership of key leading enterprises and public innovation service platforms, with cooperation among industry, academia, and research institutions being encouraged. At the same time, the following basic conditions must be met: a solid foundation for construction, a willingness to provide services to external clients, a workforce qualified to carry out such services, the necessary pilot-scale equipment and facilities, as well as compliance with safety and environmental protection requirements. In terms of external services, the regulations require that pilot testing bases establish an open mechanism, increase the level of sharing of pilot testing facilities and other resources, and incorporate these bases into Shandong Province’s network for the open sharing of large-scale scientific research instruments. Such bases should release information such as catalogs of available pilot testing facilities, service details, and their status in real time, thereby providing open-sharing services to meet the needs related to pilot testing across the province. Pilot plant facilities should strengthen cooperation with universities, research institutions, and enterprises, innovate mechanisms and models, and focus on the training of pilot plant professionals, in order to build a team of such experts who understand research and development, design, manufacturing processes, production, and the market. Regarding management and performance evaluation, the Measures require the establishment of an annual work report system for pilot production bases, with the Shandong Provincial Department of Science and Technology conducting annual performance evaluations of the recognized pilot production bases. Those with an annual performance evaluation result of “unqualified” are given one year to make corrections. Regarding support policies, the Measures specify that pilot production bases with an \"excellent\" performance rating in the previous year shall receive financial incentives of up to 2 million yuan per year. For pilot projects that meet the criteria for investment in technology-related enterprises, support is provided through methods such as \"allocation first followed by equity investment\", a combination of allocation and investment, direct equity investment, and equity-linked approaches. Financial institutions and private capital are encouraged to cooperate with pilot testing bases to establish funds for pilot projects, participate in the construction and operation of such bases, and invest in pilot projects aimed at the commercialization of scientific and technological achievements. Leveraging various platforms and channels, efforts should be intensified to promote the information of pilot production bases, with a focus on highlighting their pilot production services, success stories, and fee structures.
