Where does the water injected at the top of the atmospheric pressure unit go?

From previous books, it was learned that the water injected at the top of the tower in atmospheric-pressure units is used as feedwater for electrodesalination; it is not clear what happens to this water after being used in electrodesalination – it seems to go to a wastewater treatment plant before being discharged. It seems that the concentration in the electrodialyzed water has exceeded the 500 ppm requirement specified for wastewater entering the plant. 1. Could you please explain the step-by-step flow of the constant top injection process? It would be great if control targets were also provided. 2. The project currently undertaken is only the top-water injection for the condensate separator tower; how should this water injection be handled? Is the current approach acidic water stripping? Now it is felt that the naphtha content is too high, and performing steam stripping poses a relatively high risk. Just as naphtha pipelines cannot be purged with steam.
