Design of tower transition section

Regarding the specifications of the two standards shown in the figure above, I have two questions that are not clear to me: 1. When the material of the skirt cylinder is the same as that of the tower’s cylinder and head, is it then unnecessary to design a transition section? 2. Does the transition section need to be shown on the drawings during design? How to express it?
The purpose of setting up a transition section is to ensure that it is compatible with the material of the tower, thereby avoiding issues related to temperature effects and material incompatibility; since the base has the same material as the tower, such problems do not arise.
1. When the material of the skirt barrel is the same as that of the tower’s barrel and head, there is no need to design a transition section； 2. When designing the transition section, it must be indicated on the drawings; there should be a clear boundary line between the barrel sections of the transition section and those of the skirt base, with separate part numbers assigned to each.
Note that there are also requirements regarding the length of the transition section.
