Purified empty tower height

Dear sea friends, the empty tower in the sulfuric acid production and purification section, also known as a cooling tower, doesn’t have any packing or gas distributors; there are only acid spray nozzles at the top. So why does it still need to have the same height as a scrubber tower (packed tower)? What’s the reason for this?
It should be about ensuring thorough gas-liquid contact and the separation of gas from liquid
It is supposed to serve the purposes of gas-liquid separation and dust removal from flue gas
Ensure a certain gas-liquid contact time and residence time
