Why was the component at the bottom of the tower evacuated before scanning? This kind of problem has not occurred before

It is a shutdown for line cleaning; the oil slurry pump at the bottom of the fractionator is being emptied, so line cleaning cannot be carried out yet.
After the liquid level is lowered, there is less oil, which makes it easier to clean the lines
