Problems with distillation tower connections

Our company has five distillation towers, and the design firm didn’t include any steam lines or nitrogen lines at the bottom of these towers. Could someone explain why such a design was chosen? I’d be very grateful
The steam line at the bottom of the tower goes to the reboiler, not to the bottom of the tower itself. The nitrogen line is generally introduced at the top of the tower; it may not be present at the bottom
The base nitrogen is used as purging gas, which is different from the nitrogen line controlled based on the tower top pressure……
