How should this sentence be understood? What does that mean?
It refers to the amount of liquid that flows from the upper tray to the lower tray through the overflow pipe; on a macroscopic level, this is the reflux rate (load) of the entire tower. When the load exceeds the maximum amount allowed by the tray weir, flooding of the tower occurs.
