Internal leakage at the tower top vent

For the 40-inch vent pipe at the top of the tower, if there is internal leakage in the welded valve, how do people handle it?
Welded valves usually have flanged gland covers in the direction of the valve stem, which can be removed to allow for the replacement and maintenance of the valve core.
