Phenomena of packing blockage in distillation towers and their treatment

There is poor flow of liquid at the bottom of the liquid phase in the distillation tower; when the load is high, even with the outlet valve of the distillation tower fully open, it is not possible to maintain the liquid level in the urine tank. The urea content in the ammonium methylate condenser is increasing – please help analyze this situation
