How to calculate the projected area of the operating platform for tower equipment

When calculating the windward effective area of a tower, the projected area of the operating platform within that tower section is divided by the height of that section to obtain the equivalent width of the operating platform, which is then added to the effective diameter of the tower. Does the projection area of the operating platform refer to the horizontal projection area or the vertical projection area? The projected area of the vertical plane is mainly that of the fences and railings, and it should be very small ； If it’s the projected area on a horizontal plane, it doesn’t seem quite reasonable; how do you understand the calculated horizontal wind force?
