Experts, is there any basis for determining the location of the supports on a distillation tower?

I recently saw a distillation tower whose support brackets were located about 1.0 meter above the bottom of the tower; the total height of the tower was 19 meters. The location of those support brackets seemed rather unusual to me. I wonder if there is any problem with that arrangement?
It would be better to have a drawing; your description doesn’t seem very clear.
The position of the supports should be determined through detailed strength calculations; it’s not just this section that has supports – there may be sliding supports below and fixed supports above.
