On-site construction of a heat exchange tower with a diameter of 10m

Recently, the company was tasked with manufacturing a tower with a diameter of 10 meters, a height of 27 meters, and a plate thickness of 22 mm. The company has never built a tower of this size before; the plan is to construct it on-site using the inverted construction method, with electric cranes being used to build each layer, in a manner similar to how large oil tanks are constructed on-site. I wonder if any of you experienced engineers have worked on towers of this scale; I would appreciate any advice you can offer, especially regarding safety measures during construction. Thank you

Next to the foundation, prepare a plan, divide it into sections, and build the enclosure layer by layer, using vertical assembly. Finally, lift and align the waist seam.
