What is the basis for determining the discharge concentration in the scrubber tower?

Recently, while studying the design of scrubbers (mainly alkali scrubbers), I noticed that in most design manuals and examples, a salt concentration in the waste stream of 3% is used. A small number of sources also use values of 2.5%, 5%, and 15%. However, none of this information explains the reasons behind the values. I wonder what the basis is for determining this wastewater concentration value?
