Is a pressure of 0.1 MPA considered a pressure vessel?

The facility has a water seal tank designed for a normal pressure of 0.05 MPa and a design pressure of 0.1 MPa. According to the relevant regulations, vessels with a pressure greater than 0.1 MPa are classified as pressure vessels; however, it is also stated that those whose operating pressure is consistently below 0.1 MPa do not fall under the category of pressure vessels. Could someone please explain this?
Judgment is made in accordance with TSG 21-2016.
It is not a pressure vessel as defined by the Fixed Capacity Regulations, since the operating pressure is less than 0.1 MPa.
Whether to join a club depends on work stress. If it is less than 0.1, it does not fall into that category.
Work pressures below 0.1 MPa are not subject to the regulation on solidification capacity.
