Recently, Henan Energy Chemical Group Co., Ltd. (hereinafter referred to as “Henan Energy”) and China Machinery Engineering Corporation (hereinafter referred to as “CMEC”) signed a strategic cooperation framework agreement in Beijing. In line with their cooperation intentions, Henan Energy and CMEC will work together on the planning and development of the industrial assistance for Xinjiang (Hami North) coal, electricity, and chemicals integrated demonstration park in Henan Province. They aim to facilitate the strategic relocation of Henan Energy’s coal chemical facilities to areas rich in resources. Initial cooperation projects include a complex for the production of 60,000 tons of polyoxymethylene, 200,000 tons of methanol, and 200,000 tons of ethylene glycol per year, as well as a project for producing 500,000 tons of ethylene glycol from natural gas ； Centered around the Navoi Free Industrial Economic Zone in Uzbekistan, and by taking advantage of local resources and policy benefits, chemical projects such as those related to ammonia, urea, melamine, polyvinyl chloride (PVC), and ion-exchange membrane caustic soda are being planned; these efforts aim to jointly develop a specialized industrial park for natural gas-based chemicals ； Leveraging CMEC’s overseas network, some of Henan Energy’s chemical production facilities and technical services for ammonia, alcohol, urea, methanol, and synthetic ammonia will be transferred as a whole to countries with such demand, such as Vietnam and Zimbabwe. Furthermore, within Henan Province, the two parties will work together on extending and improving the industrial chains in the Henan Energy and Chemical Industry Park. Focusing on the projects in the Puyang Park – which involve an annual production capacity of 100,000 tons of methyl methacrylate (MMA), 50,000 tons of L-lactic acid, and 30,000 tons of polylactic acid – they aim to drive the transformation and upgrading of the chemical new materials industry ； At the same time, cooperation in the fields of energy and commodity logistics will be deepened through projects such as the cogeneration renovation project in the Yongcheng mining area, the cogeneration project in the Yima coal chemical industry cluster, as well as regional bulk commodity logistics centers and coal storage and distribution bases. As the largest industrial enterprise in Henan Province, Henan Energy’s chemical sector comprises 35 major chemical companies, 94 chemical production units, and 18 different types of products; its production capacity is nearly 10 million tons, accounting for three-quarters of Henan Province’s total chemical industry output. In 2019, Henan Energy ranked 7th among the top 500 petroleum and chemical enterprises in China, and 2nd among enterprises that are not part of central state-owned enterprises. CMEC is the first large-scale industrial and trading company in China.
