Guidelines for Energy Work in 2025 Released, Identifying 21 Key Tasks

First, it is to significantly enhance energy security capabilities by strengthening the foundation for ensuring energy security, improving the capacity for regional coordinated energy support, and enhancing the management of major risks related to energy security. Second, it is to actively and prudently advance the green and low-carbon transformation of the energy sector by maintaining a favorable development trend for non-fossil energy sources, advancing the construction of a new type of power system in an integrated manner, and continuing to deepen changes in the ways in which energy is developed and utilized. Third, energy reform and the development of a legal framework for energy are advanced in three aspects: continuously improving the energy system and mechanisms, deepening the construction of a unified national electricity market, and constantly strengthening the legal system related to energy. Fourth, accelerate the achievement of self-reliance and strength in energy technology by continuously improving the energy technology innovation system, intensifying efforts to develop key core technologies in the energy sector, and fostering the growth of new energy industries and business models. Fifth, it is to effectively improve people’s satisfaction with energy services by enhancing the quality of energy supply for livelihood purposes and promoting high-quality development of energy in rural areas. Sixthly, efforts are made to improve the efficiency of energy regulation by effectively maintaining a fair and just market order and continuously strengthening oversight of electricity safety. Seventh, it is to consolidate and deepen international energy cooperation by continuously enhancing the capacity to ensure the supply of overseas resources, coordinating energy cooperation in key regions, and actively participating in global energy governance. Eighth, it is to coordinate the formulation and implementation of energy plans from two aspects: accelerating the achievement of the goals and tasks set out in the energy plan for the 14th Five-Year Plan period, and scientifically planning the energy plan for the 15th Five-Year Plan period.
