What is the purpose of those weld-like spots on the water pump impeller?

As the title suggests, I often see things that look like weld spots on water pump impellers – what is their purpose? See the figure. Please help to explain it as well, thank you!
Agree with the opinion above; use the material dynamic balancing method.

Not only dynamic balance, but static balance as well may be possible

The deduplication process here is way over the top; it’s a casting issue – it should be scrapped. . .
During dynamic balancing, traces of the adjustments made for azimuthal balance.
