Problem with the pump protection valve at the outlet of the deaeration water pump

I read information about the pump protection valve at the outlet of the deaeration water pump on a forum. In my setup, the manual valve that returns the relief valve to the deaerator is open; I’m not quite sure about how it works. Could someone help?
