Why, on the characteristic curve of a centrifugal pump, is the shaft power low while the head is high when the flow rate is zero? Head is the energy obtained by a fluid through a pump. Shaft power is the power supplied by the motor to the centrifugal pump. Why is it that less energy is obtained, yet more energy seems to be gained?

Zero flow rate means that the pump’s outlet valve is completely closed, at which point the pressure inside the pump is at its highest. The accurate definition of shaft power is: the work delivered by the prime mover to the pump shaft per unit of time, under certain flow rates and head values, is referred to as shaft power. Zero flow results in the minimum shaft power.
