The balance drum of the centrifugal pump is stuck

This is a picture of the balance drum of a multi-stage centrifugal pump after it was removed. Since the turning disk could not be rotated, it was found that the balance drum and the balance sleeve were stuck together. As for the uniform marks on the balance drum, their origin is unclear; moreover, no foreign objects were detected on the balance disk. I would be extremely grateful if any expert could help answer my questions.
I’m not sure whether the surface of this balance drum is made of a surfacing layer; if it is, it’s possible that the surfacing layer has fallen off.

This is probably due to inadequate hardening treatment on the rebalancing drum
We have also experienced freezing issues; it was caused by foreign objects. We haven’t seen this kind of problem before. What brand is it?
