What happens if the valves before and after the valve are closed while the centrifugal pump is in operation?

Is there any problem with the narration? Didn’t quite understand what the question was asking?
Import shutdown: cavitation, excessive vibration, damaged mechanical seal. Export shutdown: increased temperature of the liquid inside, poor heat dissipation from the mechanical seal’s sealing surface, damaged mechanical seal
The operating instructions for pumps generally provide guidance on this: close the outlet valve before starting the pump, and then gradually open it once the pump is running steadily. The advantage of this approach is that the starting current of the motor does not become very high; it is sufficient to open the outlet valve within one minute
