Oil leakage issue with the pump comb tooth seal

In the diagram, bubbles appear at the position of the oil sight glass when the pump is running; subsequently, the oil seal with comb teeth at the front end starts to leak oil. The filter at the top exhaust port has been removed, and after the pump stops running, the leakage stops after a while once it is started up again. Experts, could you please tell me what the cause might be?
Take a close look at this oil level; its highest point is roughly parallel to the lower edge of the main shaft. If it exceeds this oil level, it will cause thin oil to spill over. Other causes include sludge and other impurities at the oil seal blocking the oil return hole of the sealer, as well as other factors. The first approach to dealing with this is to try lowering the oil level appropriately within the specified range. If it doesn’t work, the machine seal will need to be disassembled to remove impurities. It’s worth giving it a try for reference purposes.
