Is the no-load current of the motor close to the rated current?

Is the no-load current of a 15kw motor close to the rated current? It comes with a self-priming pump; it’s easy to turn by hand. However, the current consumption is high during operation – even without any load, the current is around 24 to 25 amps! The resistance was measured with a multimeter, the ground check with a megohmmeter showed normal results, and there’s no issue with the cable either! Have any of you experts come across this situation?
I’m not sure if it’s an online test or a test before installation. If it is online, is it related to unreasonable process operations? If the motor is disconnected from the self-priming pump for testing, it is possible to distinguish between mechanical, electrical, and process-related issues. For reference.
It seems to be a new pump; it’s possible that the motor is too small. I decided to contact the manufacturer to ask them to resolve this issue.
