Asking questions about Roots-water ring unit

The valve on the red line in the picture is at the inlet of the water ring pump (outlet of the Roots pump). What is the function of this valve? Is it exhaust? Does the Roots pump turn on before starting and turn off after starting? Ask for advice

The drain valve needs to be opened before the backing pump is started, and it is also the blow-by valve that needs to be opened to stop the backing pump. It has nothing to do with starting and stopping the Roots pump.
Personally, I think that under extreme vacuum (and when the water ring pump makes the loudest noise), the valve should be slightly opened to prevent cavitation of the water ring pump impeller.
