Changsha Xinyu Polymer Technology Co., Ltd. is a chemical company that produces ultraviolet curing initiators. Its facility includes a chlorine storage area classified as a major hazard of level 3, as well as a tank area classified as a major hazard of level 4. During the inspection of the company’s chlorine storage facility, the inspection team found that the detection range of the chlorine detector was from 0 ppm to 50 ppm, and its detection accuracy did not meet the requirements for first-level alarm settings. “This can result in toxic gases remaining undetected even when they exceed the permissible levels, posing a serious threat to human safety and constituting a major safety hazard. ”The expert from the inspection team said. Subsequently, the expert suggested that the on-duty team leader demonstrate how to use the air respirator. During the demonstration by this team leader, the expert noticed that of the two air respirators on site, one had no air left in its cylinder, and the straps of the mask on the other one had come loose in several places. It took the team leader over ten minutes, with some difficulty, to finish it. On the company’s emergency supplies inspection form, the result of each inspection is always “normal”. “We can wait this long, but will the accident wait for us? ”Experts point out that the routine maintenance and inspection of emergency supplies should not be a mere formality, and those involved must be proficient in how to use various emergency supplies. After cleaning equipment such as dichloroethane tanks and benzene tanks, the manholes remain open, with no safety measures in place to prevent people from entering ; Some equipment and facilities have been powered down and removed, but the cable ends have not been fully covered and protected with insulating tape... Another major hazard source at this enterprise, namely the storage tank area, is currently under demolition and renovation, and the construction site is fraught with potential dangers. Given that the factory is currently shut down for renovation and the expansion of its second phase, the inspection team ordered the company not to resume production until all potential safety hazards have been resolved.
The fire protection equipment in this enterprise has become nothing more than a formality. \"Buzzing…\" On November 6, during an inspection of the Yueyang oil depot operated by CNOOC Hunan Sales Co., Ltd., the fire pumps located next to the company’s 44,000 cubic meter tank for storing gasoline and diesel started operating every about 2 minutes, which caught the attention of the inspection team. “Was a fire hydrant used just now? ”“Yes, I just washed the floor. There are fire hydrants at both ends of the dock from where water can be obtained, which is very convenient. ”The inspection team went to the oil unloading dock and obtained an answer from a staff member who was cleaning. “The unauthorized use of fire-fighting water can lead to a decrease in the pressure in the fire-fighting water supply network, causing the fire-pressure stabilization pumps to start frequently; it may even force the main fire pumps to come online, thereby creating risks to the stability and safety of the fire-fighting water supply system. ”Experts point out that, in accordance with the \"Technical Code for Fire Water Supply and Fire Hydrant Systems\" (GB50974—2014), the design operating frequency of fire pressure stabilization pumps should generally not exceed 15 times per hour. During this inspection, the inspection team found that it was quite common for companies to fail to properly manage their fire protection facilities and equipment. For example, the valves of the main fire water supply pipeline at Hunan Zhongchuang Chemical Company were hidden among the weeds; they were severely corroded and leaking, with no obvious signs hung in the vicinity. The fire hose nozzles installed in the indoor fire hydrant boxes of Class C warehouses at Changsha Xinyu Polymer Technology Co., Ltd. have a diameter of 50 mm, while the fire hose connections have a diameter of 65 mm; these dimensions do not match at all. After the staff found a suitable water gun connector in the vicinity, opening the fire hydrant valve caused water to leak from the entire hose. “Once a fire breaks out, these fire-fighting facilities and equipment are nothing but decorations; they are unable to extinguish the fire in its early stages, which can easily lead to small fires turning into major disasters. ”The members of the inspection team pointed out.
