Xie Xiaofeng, Secretary of the Party Committee and Chairman of Gansu Energy and Chemical Group, Han Shuwang, Secretary of the Party Committee and Chairman of Aerospace Investment Company, and Jiang Congbin, Secretary of the Party Committee and Chairman of Aerospace Engineering Company, attended the signing ceremony and delivered speeches. The Party Committee of Gansu Energy and Chemical Group, Deputy General Managers Wang Zhimin and Zhang Qiang ； Sun Qingjun, Deputy Secretary of the Party Committee and General Manager of the Aerospace Engineering Company; Gan Xiaoyan and Zhai Guobin, Deputy General Managers ； Guo Xianpeng, member of the Party Committee and deputy general manager of Aerospace Investment Company, witnessed the signing. The agreement stipulates that the three cooperating parties shall actively integrate into the strategy of achieving carbon peak and carbon neutrality, implement a development strategy for clean, efficient, and low-carbon energy, seize the opportunities presented by the transformation of the energy structure as well as the development of new energy and hydrogen energy. They will carry out exchanges and cooperation in areas such as new energy and hydrogen energy, coal-based power generation, the chemical industry, surveying and design, and investment and financing. By relying on major projects and adopting market-based approaches, they aim to further deepen their cooperative relations, expand the scope of cooperation, innovate cooperation methods, and improve cooperation mechanisms, thereby achieving mutual benefit and common development. The low-grade coal efficient utilization for hydrogen production and 500,000 tons/year of high-concentration urea-based compound fertilizer project carried out by Gansu Nenghua Jinchang Energy Chemical Development Co., Ltd. utilizes spaceflight-type powder gasification to produce 200 million cubic meters of hydrogen, 300,000 tons of synthetic ammonia (of which 174,000 tons are used to produce urea), as well as 300,000 tons of urea; these materials are then further processed to produce 500,000 tons of high-concentration urea-based compound fertilizer. According to information from Gansu Energy and Chemical Group at the beginning of 2023, since the environmental impact assessment and energy assessment for Gansu Energy and Chemical Jinchang Energy and Chemical Development Co., Ltd.’s project aimed at utilizing low-grade coal efficiently to produce hydrogen as well as manufacturing 500,000 tons per year of high-concentration urea-based compound fertilizers were approved by the provincial Department of Ecology and Environment and the provincial Development and Reform Commission respectively, the construction of this project has been accelerated in accordance with the principle of \"taking extraordinary measures without violating procedures\".
