The project is located in the chemical industry park of Tiemenguan Economic and Technological Development Zone, covering an area of over 1,100 mu. The PBAT products manufactured there are widely used in disposable plastic items such as packaging materials, tableware, sanitary products, and plastic mulch; through modification, they can also be applied in fields such as medical materials, optoelectronic chemistry, and fine chemicals. Project Review: On May 12, 2022, the Ecology and Environment Bureau of the Xinjiang Production and Construction Corps planned to review two environmental impact assessment documents related to the project undertaken by Xinjiang Shuguang Luhua Biotechnology Co., Ltd., which involves an annual production capacity of 100,000 tons of BDO along with 120,000 tons of PBAT. The basic information of the environmental impact assessment document to be reviewed is now being made public. Location: Shuangfeng Circular Economy Industrial Park, Tiemenguan Economic and Technological Development Zone, Second Division. Project Overview: This is a new construction project; the main structures include a production complex, office buildings, a boiler room, a strip coal storage area, raw material warehouses, product warehouses, and tank areas ; The main units include an acetylene production plant from natural gas, a methanol plant, a formaldehyde plant, a BDO plant, a PBAT plant, etc ; At the same time, utility facilities such as power supply, water supply, site hardening, and landscaping, as well as environmental protection measures, are constructed as part of the setup. The project consists of the main structure, storage and transportation facilities, utility systems, auxiliary structures, and environmental protection measures. The project requires 530 workers. The production workshop operates on a three-shift system, with 8,000 hours of operation per year. The total investment for the project is 3,568.8797 million yuan, of which 411.3 million yuan is allocated to environmental protection measures. On March 1, the groundbreaking ceremony for Xinjiang Shuguang Luhua’s project with an annual production capacity of 100,000 tons of BDO along with 120,000 tons of PBAT, was held in the Shuangfeng Industrial Park in Tiemenguan City, Xinjiang’s Second Division. On July 13, 2021, Donghua Engineering Technology Co., Ltd., a subsidiary of Sinochem, signed an EPC general contract for a project aimed at producing 100,000 tons of BDO and 120,000 tons of PBAT per year, with Xinjiang Shuguang Luhua Biotechnology Co., Ltd. On July 26, the process package and technical service contract for Project T’s BDO unit were officially signed in Hefei. On July 14, Donghua Technology issued a announcement regarding its investment in Xinjiang Shuguang Luhua Biotechnology Co., Ltd. According to the Supplementary Agreement on Shareholders’ Capital Contributions, Shuguang Luhua’s registered capital is 1,000 million yuan, of which our company contributes 50 million yuan in cash, accounting for a 5% stake ; Anhui Shuguang contributes 650 million yuan in cash, holding a 65% stake in the company ; Xinjiang Lvyuan contributes 300 million yuan in cash, holding a 30% stake. Xinjiang Shuguang Luhua Biotechnology Co., Ltd. was established through joint investment by Anhui Shuguang Chemical Group Co., Ltd., Xinjiang Luyuan State-owned Capital Investment and Operation Co., Ltd., and Donghua Engineering Technology Co., Ltd.
