Recently, the evaluation was conducted for Inner Mongolia HuiNeng Chemical Co., Ltd.’s project aimed at the clean, efficient, and comprehensive utilization of coal on a scale of 8 million tons per year. On August 19, the draft environmental impact assessment for Inner Mongolia HuiNeng Chemical Co., Ltd.’s project for the clean, efficient, and comprehensive utilization of coal at a rate of 8 million tons per year was made public for comments. Project nature: New construction. Project location: Nalinhe Industrial Park, Sulihe Economic Development Zone, Wudinghe Town, Wushen Banner, Ordos City, Inner Mongolia Autonomous Region. Product plan: Main products include clean coal, coal tar, and LNG; by-products include crude phenol, ammonium sulfate, sulfur, mixed propane, etc. Technical approach: High-efficiency, tiered cleaning and utilization technologies for coal are employed, with coal being converted into high-value-added products through pyrolysis processes. The main technologies include: multi-tube rotary technology for the differential classification and staged utilization of low-rank coal, efficient recovery and comprehensive utilization technology of pyrolysis gases, and technology for phenol and ammonia recovery as well as wastewater treatment. Process flow: 1. Raw material pretreatment stage: Raw coal is screened and crushed to prepare materials of appropriate particle size for the pyrolysis process. 2. Pyrolysis reaction stage: Coal is heated and decomposed under conditions of air exclusion or limited oxygen supply, resulting in pyrolysis gas and semi-coke. 3. Gas purification and separation: After cooling and purification, the pyrolysis gas is processed to yield products such as LNG and coal tar. 4. By-product recovery: By-products such as crude phenol, ammonium sulfate, and sulfur are extracted using phenol-ammonia recovery units. 5. Product refinement: Major products such as LNG and coal tar are further refined to meet commercial quality standards. Construction contents: an 8 million tons per year coal pyrolysis unit, a phenol-amine recovery unit, and a comprehensive utilization unit for pyrolysis gases; in addition, utility and auxiliary facilities such as air and nitrogen supply stations, solid storage and transportation facilities, tank farms, loading/unloading stations, water supply and drainage systems, power supply systems, warehouses, and sewage treatment systems will be constructed.
