On November 26, the Shaoxing Environmental Protection Bureau intended to publish a public notice regarding its approval decisions on the environmental impact assessment documents for projects such as Zhejiang Fanghua Chemical Co., Ltd.’s project aimed at producing 10,000 tons per year of fourth-generation, environmentally friendly refrigerants. The details of the project are as follows: Project name: Zhejiang Fanghua Chemical Co., Ltd.’s project for producing 10,000 tons per year of fourth-generation, environmentally friendly refrigerants； Construction unit: Zhejiang Fanghua Chemical Co., Ltd ； Construction location: Shangyu Economic and Technological Development Zone in Hangzhou Bay, Shangyu District, Shaoxing City, Zhejiang Province ； Project nature: New construction ； Investment amount: 157.944 million yuan ； Construction details: The project involves renovating the existing factory buildings, and constructing new rooms for refrigeration units and hydrogen pressure systems on the available land; this adds 490 square meters of building area. Equipment such as reactors, distillation towers, and HF directional conversion units will be purchased, enabling production of 10,000 tons per year of the fourth-generation new refrigerant (tetrafluoropropene), along with 19,000 tons per year of 30% hydrofluoric acid as a by-product. Regarding Zhejiang Fanghua Chemical Co., Ltd.: Zhejiang Fanghua Chemical Co., Ltd. was established in November 2021 as a joint venture between Zhejiang Weihua New Materials Co., Ltd. and Zhejiang Essen Chemical Co., Ltd. Its registered capital is 300 million yuan, with Weihua New Materials holding 59% of the shares and Essen Chemical holding 41%. The company is a firm specialized in the production and research and development of specialty chemicals. Adhering to the business philosophy of \"green safety, integrity and pragmatism\", the company relies on the patents and proprietary technologies of Wei Hua New Materials and Essen Chemical to expand its existing product portfolio, gradually developing a diversified business structure centered on pesticides, pharmaceuticals, and new material intermediates, with fine chemicals as a supplementary component.
