On December 9, nine departments including the Guizhou Provincial Department of Industry and Information Technology jointly issued and implemented the \"Detailed Rules for the Construction Standards and Recognition Management of Chemical Industrial Parks in Guizhou Province (Trial, to be revised in 2025)\\" (hereinafter referred to as the Detailed Rules). This is not the first time that Guizhou Province has updated the regulations for chemical industrial parks. In 2021 and 2023, Guizhou Province issued the \"Procedures for the Recognition of Chemical Industrial Parks in Guizhou Province (Trial)\\" and the \"Implementation Rules for the Construction Standards and Recognition Management of Chemical Industrial Parks in Guizhou Province (Trial)\\", and carried out the process of recognizing such industrial parks. The implementation rules specify 14 mandatory standards, and a \"one-vote veto\" system is applied during the evaluation process; that is, all mandatory standards must be met for a chemical park to be approved, otherwise it will not be deemed qualified. In addition, three construction standards were established to improve the standardized development level and competitiveness of chemical industrial parks, thereby guiding various regions in building high-standard chemical parks. The implementation rules specify the conditions for expanding the area. For example, the reevaluation of the safety risk level of the chemical industrial park showed that it falls within the category of lower safety risk levels ； The area of the built-up zone accounts for 80% or more of the available area ； The proportion of revenue from the core chemical industry operations should reach 80% or more; competitiveness should be at level 2 or above. The implementation rules specify the requirements for chemical production and construction projects to enter the park. The original provisions regarding \"key monitoring points for the chemical industry\" were removed, and requirements such as including all chemical enterprises outside chemical parks in Guizhou Province’s list of chemical enterprises, and guiding such enterprises to gradually move into designated chemical parks, were established. The implementation rules include in the attachment the \"Guidelines for Chemical Production and Construction Projects to Enter Industrial Parks in Guizhou Province (Trial)\」, which details and clarifies the industry classifications for projects that need to enter chemical parks of general or lower risk levels, as well as the key points for review; it also provides a clear classification of the various categories within the chemical industry ； At the same time, detailed explanations and clear definitions are provided for projects that do not need to be constructed within chemical industrial parks, such as those that are built in conjunction with production facilities in other industries, those that involve safety, environmental protection, energy conservation, and intelligent upgrades, as well as projects related to the comprehensive utilization of solid waste, exhaust gas, and wastewater. These definitions aim to help various regions and departments better understand the boundaries of relevant policies, thereby promoting the rational planning, standardized construction, and sustainable development of chemical production projects, and facilitating the intensive and large-scale growth of the chemical industry.
