Announcement of Shortlisted Bidders for the IoT Construction Project during the Infrastructure Development Phase of Western Energy’s 2 billion cubic meters per year coal-to-natural gas project

On February 2, the list of candidates shortlisted for the public bidding process related to the Internet of Things construction work during the infrastructure development phase of Western Energy’s 2 billion cubic meters per year coal-to-natural gas project was officially released. The project in question is the 2 billion cubic meters per year coal-to-natural gas project carried out by Guoneng Xinjiang Coal-to-Gas Co., Ltd.; it is located in the Xiheshan Industrial Park within the Zhundong Economic and Technological Development Zone in Xinjiang. The main components of this project include air separation units, coal gasification units (fixed-bed gasification, gas-water separation, ammonia recovery, shift reaction, and syngas cooling), purification units (acid gas removal, refrigeration and compression, RTO, CCUS), methanation units (high-temperature methanation, natural gas compression and drying units, liquefied natural gas production units), sulfur recovery units, power generation facilities and new energy systems, as well as boilers, utility systems, and auxiliary production facilities necessary to support the various process units. On March 22, 2025, the **Energy Group’s 2 billion cubic meters per year coal-to-natural gas project in Zhundong was officially launched at the Xiheshan Industrial Park in the Zhundong Economic and Technological Development Zone in Xinjiang. This project is a major project in the autonomous region, and it is also one of **Energy Group’s four major strategic projects for coal-to-oil and gas production. The project utilizes domestic large-scale fixed-bed slag-free gasification technology as well as domestic large-scale high-temperature methanization systems, and undertakes a total of 4 innovation and demonstration tasks. Among them, the project plans to carry out demonstration tasks for carbon reduction technologies that combine coal chemical processing with green hydrogen production; it will also include the construction of a 150,000-kilowatt photovoltaic power plant, hydrogen production facilities via water electrolysis, and a CCUS facility with an annual capacity of 500,000 tons. The total investment in this project is 16.793 billion yuan. Once completed and put into operation, it is expected to process 5.56 million tons of coal per year, producing pipeline natural gas, liquefied natural gas, naphtha, tar, and other products. Among them, pipeline natural gas will be transported to the Jiangsu and Zhejiang regions via the West-to-East Gas Pipeline, sufficient to meet the annual needs of 5 million households. Sinopec Ningbo Engineering served as the general contractor for the Guoneng Zhundong coal-to-natural gas project; Saiding Engineering Co., Ltd. was responsible for the overall design of the project’s gasification unit as well as the foundation engineering, while China Tianchen Engineering Co., Ltd. handled the overall design of the project’s purification unit and the foundation engineering.
