The 25th National \"Safety Production Month\" in 2026: Everyone talks about safety, and everyone knows how to handle emergencies; identifying and addressing risks and hazards. -------------------------------------------------- On May 27th, the first public announcement regarding the environmental impact assessment for the POE project at Sinochem Western New Materials Co., Ltd. was made. Basic information on the construction project: 1) Name of the construction project: POE project of Sinochem Western New Materials Co., Ltd. 2) Name of the project owner: Sinochem Western New Materials Co., Ltd. 3) Name of the entity responsible for preparing the environmental impact assessment document: Shaanxi Zhonghuan Carbon Energy Technology Co., Ltd. 4) Location of the project construction: Yuheng Industrial Park, Yulin City, Shaanxi Province. 5) Project construction content: The total investment for this project is 773 million yuan. A pilot industrial project for the production of 50,000 tons per year of polyolefin elastomers (POE) is being established, with a planned production capacity of 35,000 tons per year of ethylene-octene copolymers and 15,000 tons per year of ethylene-butylene copolymers, along with related supporting facilities. From March 12 to 14, an expert review meeting for the process package of Sinochem Western New Materials Co., Ltd.’s industrial demonstration project for the production of 50,000 tons per year of polyolefin elastomers was held at China Chemical Engineering Donghua Company. The Technology and Digitalization Department, Development Planning Department, and Strategic Emerging Industries Management Department of the Group Company, along with companies such as Tianchen Company, Donghua Company, Hualu Company, Chengda Company, Equipment Technology Company, the Research Institute, and Western New Materials Company, attended the meeting. The meeting was chaired by the Technology and Digitalization Department of the group company. The meeting heard a report from Donghua Company on the preparation of the process package for polyolefin elastomers, as well as a presentation from the Equipment Technology Company on the development of extrusion granulation equipment for polyolefin elastomers. The evaluation panel carefully reviewed Donghua Company’s process package design documents and unanimously agreed that these documents met the relevant industry standards. Wu Yuefeng, deputy general manager of Donghua Company, said that the company will strictly adhere to the overall schedule for the polyolefin elastomer project set by the group company, fully take into account the suggestions from the experts in this review, and meet the requirements of the client. It will make every effort to continue optimizing and improving the project’s process parameters, thereby ensuring the efficient progress of subsequent work on the project. On January 26 and 27, the feasibility study review meeting for Sinochem Western New Materials Co., Ltd.’s industrial demonstration project for the production of 50,000 tons per year of polyolefin elastomers, as well as the kickoff meeting for the design of the process packages and basic infrastructure, were successfully held, marking the entry of the project into its full implementation phase. In August 2025, this technology passed the evaluation by the China Petroleum and Chemical Industry Federation for scientific and technological achievements, reaching an internationally advanced level as a whole. Over the course of 5 years, through thousands of experiments and numerous parameter optimizations, the team from the China National Research Institute of Chemical Engineering successfully overcame a series of scientific challenges related to catalyst activity, stability, side reactions, product color, and volatile content. The team achieved a comprehensive breakthrough: it mastered both the ethylene-butylene copolymerized POE (C4) and ethylene-octene copolymerized POE (C8) systems, enabling flexible switching between production on the same platform. “The mainstream products in the domestic market are C4-based, while our C8 offers superior performance and is suitable for applications such as photovoltaics and high-end automobiles ; It can serve the general market as well as offer customized grades for customers. ”Cui Weisong, director of the High-End Polyolefins Research Institute, said that the samples such as photovoltaic films and automotive components displayed next to the booth have key performance indicators on par with those of imported products. The self-developed metallocene catalysts exhibit high activity and are at the advanced level of the industry ; Advanced manufacturing processes result in lower overall energy consumption ; The degree of localization of key equipment is high, resulting in lower investment costs and shorter construction periods ; More importantly, the team has established a complete industrial chain covering \"ethylene–α-olefins–POE–downstream applications\", ensuring full control over the entire process from raw materials to the end products. “In terms of pilot-scale development, we always focus on long operation cycles, full load, and stable performance. To date, the pilot plant for polyolefin elastomers with a capacity of thousands of tons has operated for over 13,000 hours, successfully overcoming the ‘valley of death’ associated with pilot-scale scale-up. ”Zhang Teng, a senior engineer at the Process Development Center, recalled that when the pilot production line met all requirements and the team moved on to product development, the team members hugged each other in tears – five years of hard work had finally paid off. “We are fully confident in the implementation of a 50,000-ton facility. ”
