May I ask, in the approval process for chemical industry projects, which comes first: the Land Use Certificate or the Construction Land Planning Permit? Is a \"Construction Land Planning Permit\" required to obtain a \"Land Use Certificate\"?
The \"Construction Land Planning Permit\" can be obtained first, followed by the \"Pre-examination of Land Use\"； A Land Use Permit does not necessarily require a Construction Land Planning Permit; you can check the procedures at the local government service center.
