Why doesn’t air pressure have a minimum temperature requirement

For hydraulic systems, there is a requirement that the fluid temperature must not be lower than 5 degrees or 15 degrees, presumably to avoid getting too close to the plasticity transition temperature; why then are there no similar requirements for air pressure?
Refer also to Section 27, 4.7.7.1 c of the Fixed Capacity Regulations: During pressure testing, the test temperature should be 30 degrees Celsius higher than the temperature at which the metal of the container wall loses its ductility... For 11.4.10.4 (Pressure testing temperature) in 150.4, refer to the provisions of 11.4.9.3 (Hydrostatic testing temperature)
