Difference between a hand controller and a control valve
A manual operator is a device used to manually adjust the opening degree of control valves. The control methods of the hand controller are divided into mechanical adjustment and control via operating signals of control valves (such as air pressure, oil pressure, current, etc.). Based on the control signal applied to the control valve, it can be further divided into field control and remote control.
The hand controller is just a tool, and the control valve is just a valve – how are they different? . . :o:o
The hand controller and the control valve do not belong to the same category of equipment; they have no similarities. How can they be distinguished?

The difference between automatic control and manual control: a manual operator does not have any automatically controlled parameters; it is used for manual remote switching. Some of such operators allow only full on or full off operation (we have many of these in our installations, including pneumatic switches used on-site, but most are used in DCS systems); there are also those that allow any valve position within the 0–100% range (we once had one of these in our installations).

The actuator can be used to adjust the opening degree of the control valve; the actuator is an analog instrument in the form of a panel meter or on a computer monitoring screen, while the control valve is the valve installed on-site.
Put it this way: the control valve is the set-top box, while the manual operator is just a remote control
