The issue of escorts in the treatment of hazardous waste

Recently, our local environmental protection authorities issued an oral regulation stating that for hazardous waste transported across provinces, the supplying company must provide escorts who accompany the shipment all the way to the recipient’s facility. We can understand such an approach, but in fact it should be the carrier who provides escorts. I wonder if there are similar cases; let’s discuss it.
Arrange an escort to accompany the vehicle; the question is whether this will result in the transport vehicle being overloaded.
Dangerous goods escorts need to be certified to work, right? Working as an escort without a certificate doesn’t count as working without certification, does it? ? ;P;P;P
As long as it meets practical needs, the management of these details will surely be standardized in the future.
