Problem of purging fixed arch tanks

Hello, dear sea friends. Our catalytic unit has a 1000-cubic-meter slurry tank, and line cleaning is often carried out in this tank. The cleaning process starts from the upper part of the tank, with steam escaping through the sight holes and level gauge holes. Since steam carries residue oil, the insulation on the pipe walls gets coated with oil after each cleaning process, making cleanup a difficult task. Does anyone have any good suggestions?
Can’t the liquid level in the tank be set a little lower? Entering from above should also result in it being inserted at the bottom of the tank.
