High/low speed switching for variable-frequency mixer

In our factory, the mixer operates at a low speed during startup, and then switches to a high speed once normal operation is achieved. Why can’t it be operated at a low speed during normal production? Is it to protect the motor?
It’s a matter of process requirements; are there any specifications regarding speed?
The rotation speed is 20–48.5 revolutions per minute; it’s 20 revolutions when the machine is running, and it increases to 48.5 revolutions after being started. Under normal conditions, it’s around 45 revolutions per minute!
If the rotation speed is too low, the mixing effect may not be good.
Operating at low speed is done to protect the motor, while operating at high speed ensures an effective mixing effect.
