Problems with the oil collection tank in the middle section of the vacuum tower

It is currently under debugging; water was added to the tower for pressure testing to check for leaks. After applying pressure, the water in the tower was drained (but a 40% liquid level was maintained), yet the water in the oil collection tank was not drained. However, the next morning it was found that all the water from the oil collection tank had leaked to the bottom of the tower, causing the liquid level there to rise. I wonder if it’s our oil collection tank that’s leaking, or if there’s originally a hole in the lower part of the tank
Generally, fully extractable oil collection tanks are equipped with weep holes at the bottom to supply liquid phase to the underlying packing or trays.
All tray downcomers and oil collection tanks are equipped with weep holes, which ensure that the oil remaining in these tanks or downcomers after shutdown can flow to the bottom of the tower and be removed, thereby ensuring safety during maintenance work
There is a small leak hole at the bottom of each oil collection tank
The function of the tear eyes is to ensure that all materials are completely removed.
