Dear all**, I have a question: For example, if a liquefied gas tank was designed and manufactured in 1997, it is necessary to evaluate this facility in accordance with current standards and regulations, identify the main safety hazards associated with it, and propose corresponding risk prevention measures or recommendations for improvement. So the question is, is this assessment required to be carried out by someone with A3 design qualifications or higher? What if one only has D2 qualification? I hope experts can give some advice
Evaluation is not design; you just need to find a testing and inspection agency with the appropriate qualifications, such as a special inspection institute. If there are detailed issues involved, an agency with design-related qualifications might be necessary.
In China, the Hefei Institute does an excellent job in this area; you can ask them to conduct an assessment. The China Special Inspection Institute works too.
