When drawing a diagram of instrument locations, how is the elevation of the instruments determined? Was it provided by the process engineering department? Should it still be decided by the instrumentation specialty itself?

It should be determined by the design institute; everything is designed by the design institute.
The elevation on the pipelines is determined by the process engineering team; that on the equipment is proposed by the equipment engineering team, who then forwards it to the process engineering team, which in turn passes it on to the instrumentation engineering team
I’ve never done any design work, so I don’t understand much about it; I’m here to learn*. I guess it involves coordinating various parties involved
The installation location and elevation of instruments should be determined by the process engineering team. When instruments such as flowmeters do not meet the requirements regarding straight pipe sections, the instrumentation team should inform the process engineering team until the appropriate installation conditions are achieved.
Led by the process engineering team, and determined through consultation among the process engineering, equipment, and instrumentation teams.
The location and size, as well as the pressure rating, of the instrument ports on the equipment need to be determined jointly by the instrumentation team in conjunction with the process, equipment, and piping teams – taking into account both the process requirements and the possibility of installing them on the equipment, as well as the actual installation space available for the equipment’s pipelines. For the instrument ports on the pipelines, the instrumentation team is responsible for providing the piping team with the dimensions, weight class, and installation requirements of these ports. The location of the pressure tapping points and the position of the in-line instruments are determined by the piping team. The placement location of the transmitter is determined by the instrument itself.

The process or piping team shall return the locations of the instruments, and the instrumentation team shall finalize the instrument layout plan.
The instrument layout diagram must be drawn based on the piping diagrams provided by the process engineering team. The elevation data for instruments installed on pipelines comes from those piping diagrams, while the height of instruments installed on equipment is determined by combining the elevation of the equipment itself with the elevation of the pipe connections
