The small windmill on high-voltage power poles is called a bird repellent; it is designed to prevent birds from building nests on medium-voltage power poles that house transformers. These days, many birds often build their nests using wire, and if that wire happens to fall on a transformer, it can easily cause a short-circuit accident. The building materials used by birds for nesting may contain conductive substances such as wire, and if these fall on high-voltage lines, it can cause short circuits between the lines or between the lines and the towers (ground). If you look closely, one side of the small windmill rotates with a strong reflection, which provides an even better effect in starting birds to fly away. If it’s meant for heat dissipation, it wouldn’t turn when heat dissipation is most needed on still days; instead, it would rotate on windy days when natural cooling is possible. How can there be such a stupid design? So it certainly isn’t used for heat dissipation.
