Could you describe it in detail? Conditions such as temperature changes in each layer, gas concentration, and air volume.

Without any technical parameters related to the operating conditions, it’s impossible to conduct an analysis, and such an approach would be inaccurate.
Check what the O2 concentration is on the EPA’s online monitoring dashboard.
There might be holes in a section of the catalyst layer; check the resistance.
It might be a problem with the catalyst loading; I have also encountered abnormal temperatures at the inlet and outlet of stage 2 after major repairs, so I opened the high-pressure bypass valve to increase the temperature at the inlet of stage 2.
