Where can I find the average temperature for the coldest month?

May I ask everyone, where can one find the average temperature of the coldest month in various regions, as well as the lowest value of the average monthly minimum temperature?
Well, thank you. I checked 50009, and indeed this value can be found; it is the average over 30 years. For selecting insulation and heat tracing in my process, this value is sufficient.
These are included in the six standards issued by the Ministry of Chemical Industry, specifically in HG/T20580-20585-2011
The project owner should provide local meteorological data; it seems that it has to be purchased at a cost.
