How should one understand terms such as effective volume, nominal volume, and total volume?

The nominal volume and the actual volume are definitely not the same value; the nominal value is an integer. For example, I have a dome tank with a volume of 5,000 cubic meters; calculated based on the height of its straight sides, its volume is 314*16=5,024 cubic meters. In addition, its total volume also includes the volume of the vault section. The measurement points for the liquid level in this tank range from 0.3 meters to 14.3 meters; overflow occurs when the level exceeds 14.3 meters. The actual effective volume is 314*14 = 4396 cubic meters, with a maximum of 314*14.3 = 4490 cubic meters.
I also want to ask: how do they determine the volume of the equipment when manufacturing it, based on the dimensions we usually provide to the equipment manufacturers? For example, in the case of a 5000L vertical elliptical double-headed tank, are the upper and lower heads included in the volume of the equipment? How is it calculated for the horizontal type? What about those with a flat bottom and a head?
