Question regarding emergency shut-off valves

We plan to install a DN15 emergency shut-off valve between the liquid chlorine tank and the vaporizer, but there is no gas supply available; only dual power sources or 3-kilogram nitrogen cylinders can be used to provide gas. I would like to ask everyone: what is the response time of your power supply? Can it cut off power urgently within 2-3 seconds? If possible, could you please let me know where I can find relevant information? I would be very grateful
For a dn15 small valve, it’s fine to use a nitrogen cylinder as the gas source. For such a small valve, 2–3 seconds is definitely no problem; there is no relevant information on this. The operating time of a valve is determined by the process requirements; it is not decided by the instrumentation specialists or the valve manufacturers, who also base their decisions on the process requirements.
A pneumatic spring can be used as the actuator; a nitrogen cylinder can replace the air source. Solenoid valves are used to control the air circuit – valves with a DN15 size can be closed in less than 1 second. DN50 shut-off valve, shuts off in 1 second
