How to make a simple air compressor

At the site of the chlorine vaporization unit, several control valves and emergency shut-off valves require a gas supply. Since the factory itself does not have such a supply, the use of nitrogen cylinders is not allowed. It is planned to install a small air compressor with a gas consumption of around 35 Nm3. I would like to ask how to set up a simple air compressor – could a gas compressor be used instead? Additionally, I would like to know what other accessories are needed, and how the entire process works
You can choose an air compressor that matches the usage volume, add an air storage tank and pipes, and that’s it. Of course, safety devices are needed.

Since there’s no air and there are only a few valves, was this added later? Why not use electric ones? Can’t they still provide riot prevention?
